Some suggestions for an updated logo for Tcl:

* tools.svg spells out Tcl9 with svg images of tools.

* anim.gif makes the letters with animated shapes, anim.tcl is the code
to generate it, then `gifsicle -O3` was used to compress the file.

* anim2.gif is based on a logo for Tcl designed by Tim Hartford,
which I have animated to transition from Tcl to Tk and back.

* blocks.gif constructs the Tcl letters from coloured building blocks.
The "9" is the feather image from https://commons.wikimedia.org/wiki/File:Tcl.svg
with some TclMagick transformations applied.
